The Détachement Intégré de Sécurité in Chad

The Détachement Intégré de Sécurité (DIS) is a Chadian national police force created by Security Council Resolution 1778 (2007) and a Presidential Decree of September 2008. The one thousand large DIS is tasked to ensure 1) the protection of refugee and IDP camps, 2) the facilitation of humanitarian movements and 3) the protection of humanitarians in the humanitarian space. DIS had been fully supported and trained by the UN Mission in Central African Republic and Chad (MINURCAT) and shall be assisted through a joint programme by UNDP and UNHCR from January 1 2011 onwards.

Until December 31 2010, the DIS was financially, logistically and administratively supported by the MINURCAT and its police unit, the UN Police. 300 UNPOL were deployed mainly in the 18 police stations of the DIS and mentored the DIS agents on a daily basis. All operations were executed directly by the DIS under the command of an experimented colonel. DIS members are recruited from the national gendarmerie (a military force in Chad) and from the national police (a civilian force deployed exclusively in urban areas).

The DIS is a success story of the UN in Chad. It is the first known example of a national police force operating under a UN mandate with the aim of protecting refugees and providing escorts to humanitarians based on UN standards. As such, the DIS might function as a new model for future UN peace-keeping operations.

Dr Dominique Wisler, of Coginta, was tasked by UNDP to draft with a UNHCR expert a joint program of assistance to the DIS for the two agencies. The 21 million USD a year program was finalized in December 2010 and Dominique Wisler has further support the kick-off of the project from the UNDP side during the first quarter of 2011.
